Atlanta-region Transit Link Authority (ATL) Announces Fiscal Year 2025 Trust Fund Awardees—Putting Competitiveness, Customer Focus, and Cross-County Services at the Forefront of Regional Transit

Today, the Atlanta-region Transit Link Authority (ATL) Board approved $16.4 million in fiscal year 2025 (FY25) awards today from the State of Georgia’s Transit Trust Fund (TTF), supporting 16 transit capital, technology, and planning projects across the 13-county ATL region. These awards will leverage an additional $239 million in local and federal contributions.

ATL managed a new competitive process for the award of these Transit Trust Funds. ATL solicited project proposals from eligible applicants and evaluated them using ATL’s Strategic Blueprint.  The ATL Board prioritized projects that advance capital improvements, regional planning, and technology initiatives.

“For the first time, these funds were competitively awarded based on ATL’s Strategic Blueprint guideposts of competitiveness, customer focus, and cross-county service,” said Executive Director Jannine Miller. “Selected projects will optimize public funding to attract and retain businesses, deliver customer-focused transit options, and connecting residents to their work locations across county lines.”  

ATL Board Chairman Steven M. Brock emphasized the impact of this year’s awards. “The Transit Trust Fund continues to deliver meaningful, measurable benefits,” said Brock. “We are proud to fund initiatives that move our region forward.”

Included in the award package is the Southern Crescent Regional Transit Study, an ambitious planning initiative covering eight counties. “The Southern Crescent is one of the state’s growing economic drivers,” stated Ricky Clark Jr., ATL Board Member for District 10. The study aims to identify essential transit routes, prioritize expansion with public input, and merge local and county plans into a cohesive regional vision.

To support Henry County’s growing transit system, the ATL Board approved funding for the purchase of an additional bus for the county’s new fixed-route service. This investment strengthens cross-county connections, including linking to the MARTA and Xpress park-and-ride lot in Stockbridge. “This is a critical connection and innovative approach for economic development in Henry County,” said Howard Mosby, ATL Board Member for District 9.

Additionally, the Board approved to advance award winning design and construction work for the Cumberland Sweep, including infrastructure upgrades for autonomous transit deployment.  “The Cumberland CID continues to be forward thinking and a regional leader,” said Todd VerSteeg, ATL Board Member for District 4. “This investment ensures the new FTA-funded autonomous buses will have the infrastructure to operate safely and reliably.”

This year, the ATL introduced a new competitive process in which applicants were evaluated on how well their proposals aligned with the three pillars outlined in the ATL’s Strategic Blueprint: competitiveness, customer focus, and cross-county connections.

ATLANTA – The Atlanta-Region Transit Link Authority (ATL) will hold a board planning session for its Board of Directors on Thursday, November 13, 2025, beginning at 12:00 p.m. at the Georgia Transportation Alliance, 270 Peachtree Street (FALCONS ROOM), Atlanta, GA 30303.

The purpose of the session is to facilitate a general discussion among ATL Board members on various matters pertaining to the ATL. There will be no public comment opportunity during the session, and no official board action will be taken. The meeting is open to the public.

Atlanta-region Transit Link Authority Announces Schedule Adjustments to Xpress Routes Experiencing More Passengers Than Seats  

Beginning on September 15, 2025 

 

The Atlanta-region Transit Link Authority (ATL) announces targeted schedule adjustments to its Xpress bus service on certain routes. These updates are driven by ongoing service monitoring and public feedback received from the launch of the “Redefining the Ride – Xpress 2.0” initiative in June 2025. Schedule changes will take effect on September 15, 2025.  

ATL is making schedule adjustments to improve route performance and increase seat capacity on routes experiencing more riders than seats available. These changes reflect ATL’s commitment to provide safe, efficient, reliable transit services for our riders. 

What will change starting September 15: 

  • Additional daily departures on Routes 412, 414, 426, 430, and 441 to support ridership demand during peak hours 
  • Additional Monday and Friday departures on Routes 401, 419, 426, 430, 441, 453, 463, and 476 resulting in consistent daily schedules for each of these routes 
  • Minor timing changes on Routes 430 and 441 to shorten wait times between departures

Notifying the public of and requesting comment on the Atlanta Urbanized Area (UZA) FTA Formula Funds Proposed Program of Projects (POP)

the Atlanta Urbanized Area (UZA) FTA Formula Funds Proposed Program of Projects (POP)

 

In compliance with requirements and guidelines outlined in Federal Transit Administration (FTA) Circular 4702.1B, and the Atlanta-region Transit Link Authority (ATL) Title VI Program, comment is requested on the Atlanta Urbanized Area (UZA) FTA Formula Funds Program of Projects (POP). The formal public comment period begins July 13, 2025, and concludes August 20, 2025.

 

The POP outlines FTA formula program funds allocated to the Atlanta region, and shows projects selected for funding by local governments and eligible recipients. These FTA formula funds include the Section 5307 Urbanized Area Formula Program, 5337 State of Good Repair Grants Program, and 5339 Bus and Bus Facilities Program. The POP compliments the Atlanta Region Metropolitan Planning Organization’s Transportation Improvement Program (TIP) which lists how all federal transportation funds are programmed. The TIP lists FTA formula suballocation funding amounts, while the POP provides detail at the project level. ATL, as Designated Recipient for the Atlanta region’s urbanized FTA formula fund apportionments is responsible for developing the POP from information provided by transit operators and local governments.

Atlanta-Region Transit Link Authority (ATL) Releases Notice of Funding Opportunity for $15 Million in Transit Trust Fund Awards

 

The Atlanta-Region Transit Link Authority (ATL) announces the release of the Fiscal Year 2025 Notice of Funding Opportunity (NOFO) for awards from the Georgia Transit Trust Fund (TTF). For this round, the ATL will award up to $15 Million to multiple projects in the Atlanta region.

Established in 2021, the Georgia Transit Trust Fund is funded with fees collected on rideshare rides throughout the state. The collected funds are dedicated to funding transit projects across Georgia, and the ATL’s Board is entrusted with selecting projects for funding within its 13-county jurisdiction. Georgia Department of Transportation (GDOT) administers TTF funding outside the ATL’s jurisdiction.

The NOFO released today provides details on project types, eligibility criteria, and project selection processes that the ATL Board will use to aid project selection for the FY25 round of funding. The Board is considering technology projects (including automation), planning projects, and small capital projects this year. The application period is open now and will close at the end of July. The ATL Board will hear the list of recommended projects in October 2025 and will make final awards in December 2025.
