The ATL is governed by a 16-member board comprised of metro Atlanta business leaders and government officials.

Board of Directors

Our board includes 10 members from across the 13-county region representing the newly created transit districts. These members were chosen by caucuses of county commission chairs, local legislative delegations and mayors. The lieutenant governor and speaker of the House each appoint two members while the board’s chair is appointed by the governor. The vice-chair is selected annually from among the board members. The commissioner of the Georgia Department of Transportation is an ex-officio, non-voting member of the board.

Steve M. Brock I Chairman, Governor Appointee Steve M. Brock Chairman, Governor Appointee
Mr. Brock founded Brock Built Homes in 1984 and continues to act as Chief Operating Officer. His company has been recognized as one of the premier building companies in the Atlanta area, winning dozens of honors including Professionalism Awards, Obie Awards, the 2008 Homebuilder of the Year, and the 2009 Earth Craft Builder of the Year. Through his company, Brock has built over 2,500 homes and has altered the landscape of the west side of Atlanta. He also serves as a Life Director on the Board of Directors for the Greater Atlanta Homebuilder’s Association and has been named “Builder at Large.”

Andy Macke | District 1Macke is the Vice President of Client Services at CERM. He earned his bachelor’s degree in Political Science from the University of Georgia and master’s degree in Telecommunications Policy from Georgia Institute of Technology.

Paul Radford | District 2Paul Radford, District 2
Paul Radford is the City Manager of Sugar Hill. Previously, he served as the Deputy Executive Director of the Georgia Municipal Association (GMA). Paul received his BA from Roanoke College in Salem, Virginia and his Masters in Urban Affairs from Virginia Tech.

Robb Pitts | District 3Robb Pitts, District 3
Pitts is the Chairman of the Fulton County Board of Commissioners. Robb earned his undergraduate, graduate and post-graduate degrees in education, business, languages and Latin American Studies at Ohio University, La Academia Hispanoamericana, Kent State University and La Universidad Interamericana. He has a master’s degree in business administration from Emory University.

Todd Ver Steeg | District 4Todd Ver Steeg, District 4
Ver Steeg is currently the Vice President and part owner of Vermeer Southeast Sales & Service, a construction equipment dealer with eleven locations serving Alabama, Florida, Georgia, and portions of South Carolina. He earned a bachelor’s degree in Business Management from the Central University of Iowa in Pella, Iowa.

Alex Bio
Alex Wan | District 5Alex Wan, District 5
Alex Wan is the District 6 member of the Atlanta City Council. Alex currently serves as Assistant Vice President of Community Affairs at Emory University. In this role, Alex leads Emory's efforts to build strong, supportive partnerships with local government leaders and community organizations throughout metro Atlanta, advancing Emory's contribution, presence, and recognition as a higher education partner in the community. Alex previously served as the executive director of Horizons Atlanta, a nonprofit organization that provides tuition-free summer enrichment programs focused on literacy, mathematics, and swim skills to K-8 students in the metro Atlanta area. Prior to joining Horizons Atlanta, he served as Director of Development and Alumni Relations at Emory University, and before that as Director of Development at Jerusalem House (now Status: Home), Atlanta’s largest HIV housing provider. Alex previously represented the in-town neighborhoods of District 6 on the Atlanta City Council for two four-year terms from 2010-2018. During his tenure, he chaired the Finance-Executive, Zoning, and Utilities committees, and served as Council President Pro Tempore in 2015. He currently serves on the board of directors of the Piedmont Park Conservancy and previously served on the boards of Atlanta Regional Commission, Invest Atlanta, Fulton Board of Registration and Elections as chair, Leadership DeKalb, Little Five Points Community Improvement District, Olmsted Linear Park Alliance, and Organization of Chinese Americans GA. Alex holds a Bachelor of Industrial Engineering degree from Georgia Tech and an Master of Business Administration degree from Wharton Business School and has also completed educational programs at Dartmouth College and Harvard University. After growing up in Stone Mountain, Alex now lives in Morningside where he has been a homeowner since 1994.
Marlene Fosque | District 6A former Gwinnett County Commissioner, Marlene Fosque served as the 2022 chair of the National Association of Counties’ Transit/Rail Subcommittee. A graduate of Leadership Gwinnett, DCA’s Community Planning Institute, and ARC’s Regional Leadership Institute (2022), Fosque received a Masters of Public Administration from Regent University.

Lorraine Cochran-Johnson Bio
Lorraine Cochran-Johnson | District 7Lorraine Cochran-Johnson , District 7
Lorraine Cochran-Johnson is originally from Greenville, Alabama, and a twenty-five-year DeKalb County, Georgia resident. Lorraine attended Troy University where she received a B.S. degree in Political Science and Criminal Justice; an M.S. in The Administration of Criminal Justice and received an M.P.A. in Public Administration with a concentration in Economic Development and Grant Writing from Auburn University before attending John Marshall Law School. Lorraine holds a business certificate from Harvard University in Delivering Public Services: Efficiency, Equity and Quality. Lorraine has over two decades of experience in print media, mass communications, and management. A seasoned grant writer, Lorraine has developed state and federal proposals resulting in the procurement of millions in CDBG funding for state and local entities through the Auburn University Economic Development Institute. Lorraine strongly supports public education and is a past PTA president of Pine Ridge Elementary, Chapel Hill Middle School, and Martin Luther King, Jr. High School. As the former Super District 7 Commissioner Lorraine has donated over $1 million in discretionary funds to support public education and youth programs, while donating $250,000 in 2020 for COVID relief to ensure the safety of educators and students. As the former moderator of DeKalb’s PDS-24 television show Engagement Now, Lorraine worked with show producers to develop content crafted around issues relevant to modern education. Lorraine was the Parent Council President for Agnes Scott College in 2021-2022, where she served as the official parental ambassador of the college. Lorraine strongly supports positive initiatives in economic development, public safety, and home ownership. As a professional, Lorraine spent over a decade at Creative Loafing Newspaper. An entrepreneur, Lorraine founded Salons Unlimited Magazine, a publication that started with 5,000 print issues in Atlanta and grew to a 56,000 circulation in 31 U.S. cities in three years before being sold in 2010. In 2009, Lorraine became a founding member of United Front Media, a premiere film and visual media company specializing in content development where she produced commercials for the City of Atlanta, MARTA, KIA, and Hartsfield-Jackson International Airport. In 2015, Lorraine joined Real Times Media as the General Manager of the Atlanta Daily World Newspaper and Associate Publisher of Who’s Who In Black Atlanta. She was the VP of Business Development for RTM Properties – AtlantaDailyWorld.com and Atlanta Tribune: The Magazine, before resigning to pursue public service full-time during her 2018 campaign. Lorraine was elected DeKalb County Commissioner of Super District 7 in 2018 and proudly serves over 780,000 residents. She spearheaded the Boxed Store Ordinance requiring mandatory distance requirements to stop the proliferation of Family Dollar, Dollar Tree, and Dollar General in DeKalb County – now used in nine states. She authorizes the DeKalb Video Surveillance System Ordinance requiring mandatory video surveillance at gas and service stations. She is the founder and visionary of EMBARC Youth Farm, a $10 million urban farming project incorporating hydroponics, greenhouse growing, bee farming, a hen house, and entrepreneurship activities to connect youth and community to nature and ensure healthy living. As the Chair of the Public Works and Infrastructure Committee, Lorraine has successfully allocated over $1.4 billion in revenue – the highest dollar amount overseen in the history of DeKalb County through any standing committee leader. She has required mandatory audit of all contracts above $3 million resulting in over $92 million in revenue savings to DeKalb County taxpayers and is the 2023 Elected Official of the Year by the American Public Works Association; the 2023 Champion of Housing by Georgia ACT; and is a recipient of The Lifetime Achievement Award by President Joe Biden in 2024. Lorraine made history on June 18th when she received a majority vote in 174 out of 191 voting precincts to garner 60% of the vote to become the first Black woman elected CEO in DeKalb County, Georgia in a runoff election and 320,572 votes in the General Election. Since taking office Lorraine sphere headed the largest infrastructure investment in DeKalb County history when she successfully led efforts to pass the $4.8 billion 10 x 10 water rate increase to remediate aging water and sewer systems to prepare DeKalb for economic development and future generations, while passing a $12.5 million public safety package that includes a $2 million real-time crime technology center and salary increases making DeKalb County police officers among the highest paid officers in the Southeast Region. She serves on the Atlanta Regional Commission and the Dekalb Global Sport Advisory Board in preparation for FIFA Club Cup 2025, FIFA World Cup 2026, and the 2028 Super Bowl.
Marci Collier Overstreet | District 8Marci Collier Overstreet, District 8
Atlanta City Council Member Marci Collier Overstreet is a native of Atlanta and product of Atlanta Public Schools, graduating from Benjamin E. Mays High School in 1983. She earned her Bachelor of Arts in Journalism from Georgia State University. She has over 25 years of experience in service and leadership by way of her chosen career path, volunteerism, and organization affiliations.

Howard A. Mosby, CPA | District 9Howard A. Mosby, CPA, District 9
Mosby is the Vice President of Faculty Contracts Administration in Medical Affairs at Grady Health System. He was elected to the Georgia House of Representatives in 2002 and concluded his service as a member of the General Assembly in December 2018.

Ricky L. Clark, Jr | District 10Ricky L. Clark, Jr. is the City Manager of Forest Park. Clark has worked in government since the age of 18 and has received several prestigious awards throughout his career including the Atlanta Business Chronicle’s 40 under 40 award.

Teddy Russell | Lt. Governor AppointeeTeddy Russell, Lt. Governor Appointee
Appointed by Lt. Gov. Casey Cagle, Russell is currently the CEO and owner of Russell Landscape. He earned a bachelor’s degree in Business Administration from the Terry College of Business at the University of Georgia.

T. Daniel “Dan” Buyers | Lt. Governor Geoff Duncan AppointeeT. Daniel “Dan” Buyers, Lt. Governor Geoff Duncan Appointee
Dan Buyers joined McWhirter Realty Partners in 1994 and became a Partner in 2016. He specializes in land sales, site selection and office/medical office brokerage. Dan is an active member of the community and the commercial real estate industry, serving on multiple boards including the Cobb County-Marietta Water Authority (Vice-Chair), the Town Center Community Improvement District (Vice Chair), the Atlanta Commercial Board of REALTORS®, the Cobb Community Foundation, the Cobb Chamber of Commerce, the Council for Quality Growth, and the Wellstar Foundation. Dan earned a Bachelor of Business Administration in Real Estate from the University of Georgia.

Russell R. McMurry, P.E. | GDOT Commissioner Ex-officio MemberRussell R. McMurry, P.E., GDOT Commissioner Ex-officio Member
On Jan. 20, 2015, Commissioner Russell R. McMurry, P.E. was appointed by the State Transportation Board to lead the Georgia Department of Transportation – the $3 billion, 4000-employee state agency responsible for building, maintaining and operating the 10th largest transportation system in the country.
